No, my dh is adopted he never got a grand or anything just because he was adopted.

I don’t know where you are, and that would help. In some US states, if a child is adopted from the foster care system, the state will pay some or all of their college expenses. My state does this, it’s an incentive for people to adopt from the foster care system, because many said they would adopt, but couldn’t pay for college.

There are NO special grants, loans, or scholarships for adopted children.
