At what age should one be starting to go to these showcase tournaments (e.g. Surf Cup and Score at the Shore start at U12 or U13) and college camps start at an equally young age. Any benefits of going this young?

In addition to the great answer above, find camps to go to. Alot of the top programsare going to have camps. That’s a good way to be seen as well.
